The Central Bank of Egypt (CBE) issued a circular to banks today, Monday, 12 October 2026, stressing that no credit facilities may be granted, renewed or used by consumer finance companies to fund transactions prohibited under the Financial Regulatory Authority's (FRA) circular issued on 16 September 2026.
In the circular, the CBE said banks must settle any outstanding debts related to financing these transactions, without re-using them, while continuing to obtain the FRA letter stipulated in the circular issued on 24 September 2025.
The move follows the FRA's circular on the rules for dealing in goods, services and products under consumer finance activity, which banned dealing in gold bullion, gold jewellery and similar precious metals, including silver and platinum.
The CBE stressed that banks must comply with the instructions governing the granting of credit facilities to consumer finance companies, and observe the rules issued by the FRA in this regard.
It also stressed that the requirement to obtain an FRA letter remains in force before investing in, granting or renewing credit facilities, or carrying out securitisation and other related transactions with companies under the FRA's supervision. The letter must confirm that the company complies with the standards and rules governing its activity and has no outstanding violations, measures or administrative penalties against it.
