• Number of companies on the non-banking finance debt collection register rises to 12

Egypt's Financial Regulatory Authority (FRA), chaired by Dr. Islam Azzam, has approved the incorporation, registration and licensing of 7 companies and entities to carry out various activities in the capital market and non-banking finance. The approvals fall within the authority's mandate to regulate and supervise the non-banking financial markets in a way that broadens and deepens them.

The decisions included approval for the incorporation of "Sheria Securities Promotion and Underwriting" under Law No. (95) of 1992 and its executive regulations, to operate in securities promotion and underwriting.

On capital market licences, the authority licensed "e-finance Holding for Financial Services" to participate in founding companies that issue securities or in increasing their capital. It also licensed "Golden Way Securities and Bonds Trading" to deal, broker and trade in bonds, an activity added to the company's purpose.

The decisions also licensed "Olive Misr Holding" to participate in founding companies that issue securities or in increasing their capital, and licensed "Business Community for Financial Investments" to set up and manage securities portfolios and investment funds, two activities added to the company's purpose.

In non-banking finance, the authority gave preliminary approval for "Fawry Consumer Finance" to add factoring to its purpose. The company must complete the necessary procedures with the General Authority for Investment (GAFI) to amend Articles (2) and (3) of its articles of association, submit the required documents to the FRA to obtain an operating licence, and change its name to reflect the added activity, in accordance with Law No. (159) of 1981 and its executive regulations.

The authority also registered "Simple Solutions and Financial Technology" on the register of companies that collect receivables for companies and entities operating in non-banking finance. This brings the number of companies on the debt collection register to 12 since the FRA board issued Decision No. (278) of 2025.

The authority grants these approvals under its constitutional and legal mandate to regulate and supervise non-banking financial markets and instruments, including capital markets, futures exchanges, insurance, mortgage finance, financial leasing, factoring, securitization and consumer finance, as well as approving the incorporation and licensing of companies operating in those markets.

The authority issues incorporation, registration and licensing decisions based on the recommendations of the Committee for the Incorporation and Licensing of Companies and their Branches. The committee reviews and issues preliminary and final approvals for companies; handles requests to add activities and mechanisms and to open, close and relocate branches; considers amendments to articles of association; approves incentive and reward schemes and their amendments; and handles changes of governing law, whether entering or leaving, for companies operating in securities and consumer finance. It also examines requests for liquidation and voluntary temporary suspension of activity.
