The Alexandria representative office is the starting point for opening Authority offices in other governorates under the outreach plan
Dr. Islam Azzam, Chairman of the Financial Regulatory Authority (FRA), has opened the Authority's representative office in Alexandria Governorate at the Investor Services Center in the Amreya Free Zone, together with Alexandria Governor Eng. Ayman Attia and Maj. Gen. Yasser Abbas, Deputy Chairman of the General Authority for Investment.
The opening ceremony was attended by Dr. Tarek Seif, Deputy Chairman of the FRA; Dr. Mohamed Abdelaziz and Dr. Rehab Taha, assistants to the FRA Chairman; and a number of FRA leaders, department heads and officials from Alexandria Governorate and the Investment Authority.
The ceremony took place at the start of the conference "Capacity Building to Enhance Development", held by the FRA in Alexandria under the patronage of Prime Minister Dr. Mostafa Madbouly, to raise awareness of non-bank financial activities, expand and deepen them, and increase their contribution to development.
The Alexandria office is the FRA's first of its kind outside Cairo. It was established under Prime Ministerial Decree No. 4049 of 2025 creating branches and representative offices for the Authority, along with a branch in the financial district of the New Administrative Capital and representative offices in Suez and Qena governorates.
Dr. Islam Azzam, Chairman of the FRA, said the opening of the Alexandria representative office marks the start of setting up Authority offices in other governorates, as part of its plan to bring services closer and strengthen communication with investors and market participants.
He stressed the Authority's commitment to extending its services to every part of the country, simplifying procedures and diversifying communication channels, from a physical presence through representative offices and branches to easier communication, official correspondence and submission of applications and documents through modern technology, saving time, effort and costs for the Authority, investors and the public.
Dr. Islam Azzam explained that the non-bank financial sector in Alexandria carries significant weight and has great potential for further growth in capital market, insurance and non-bank finance activities, given Alexandria's standing as Egypt's second-largest city after Cairo in the size and diversity of its economic activity, the steady expansion of its markets, and its role as a vital hub for services, logistics and trade linked to heavy industry, food industries, maritime transport and import and export.
The FRA Chairman noted that the office will receive applications related to corporate finance procedures, such as capital increases and follow-up, and that the services it offers are planned to expand gradually.
For his part, Alexandria Governor Eng. Ayman Attia welcomed the opening of the FRA's representative office in Alexandria's free zone, stressing the importance of ongoing communication with local and foreign investors and the vital role the free zone plays in attracting investment and encouraging projects in industry and logistics.
The governor noted that the free zone and its Investor Services Center are among the governorate's vital economic pillars, supporting productive sectors, boosting exports and creating jobs. He stressed the governorate's commitment to creating an attractive investment environment and strengthening cooperation with various regulatory and government bodies, adding that the addition of services related to non-bank financial activities is a qualitative leap in this regard.
Maj. Gen. Yasser Abbas, Deputy Chairman of the General Authority for Investment and Free Zones, praised the opening of the FRA office at the Investor Services Center, which currently houses offices of about 35 ministries and authorities and serves thousands of companies and investors across sectors from Alexandria, Beheira and Matrouh governorates, helping smooth the investor's journey from incorporation to production and the injection of returns into the Egyptian market.
The Deputy Chairman of the Investment Authority stressed that the office is a major addition to the Investor Services Center and to the facilities offered to companies across non-bank financial activities, given the long-standing partnership between the FRA and the Investment Authority to develop these activities and maximize their contribution to the national economy.
