The Financial Regulatory Authority (FRA), chaired by Dr. Islam Azzam, has sent a circular to all non-bank finance companies and providers requiring them to submit their activity data to the authority every month on its dedicated data platform, within 15 days of the start of each month, entering the previous month's data. The authority has also opened the platform to all providers from today, Monday 12 October, until 29 October to complete all required data and to review and verify data entered since the start of 2026.
Circular No. (7) of 2026 obliges non-bank finance providers to submit the required monthly data to the authority on the data platform it has set up for this purpose, from the first to the fifteenth day of each month, entering the previous month's data.
Non-bank finance providers must also review the data carefully and thoroughly before entering it on the platform, making sure it contains no discrepancies or errors, and verifying that it is correct, complete and consistent with the actual data held by the authority.
As an exceptional measure, the authority has decided to reopen the platform to all non-bank finance providers from Monday 12 October 2026 to Thursday 29 October 2026, so they can complete all required data, review and verify the data they have entered since 1 January 2026, confirm that it is correct and complete, and make any necessary corrections or amendments.
Dr. Islam Azzam, chairman of the FRA, said these obligations will help strengthen supervisory and regulatory capabilities over the non-bank financial markets, by ensuring that all information and data on non-bank finance activities are available and by raising their quality and completeness. This will enable the authority to tighten its study and analysis of performance indicators in each activity, detect potential risks early and meet challenges efficiently.
He added that non-bank finance providers' commitment to supplying monthly data, reviewing it and removing any discrepancies supports the authority's move towards fully linking companies' and providers' databases with its own, so that all information is available on an ongoing, up-to-date basis. This will allow the authority to derive more accurate activity indicators and share them with market participants, helping companies develop their products quickly to meet customers' growing needs.
Dr. Islam Azzam, chairman of the Financial Regulatory Authority, had earlier issued Decree No. (2684) of 2026 requiring consumer finance companies to put in place the technology infrastructure needed to link their databases with the authority's database. The decree took effect on 24 September. Under it, companies must make a defined set of data available, including: data on customers they contract with as soon as financing is approved; customers' purchases of goods or services (in real time); the classification of the goods and services the company finances; the classification of customers by how regularly they repay; and data on the company's solvency and related indicators.
