As part of the state's drive to strengthen cooperation between state institutions and the banking sector, the Ministry of Justice and Commercial International Bank – Egypt (CIB) signed a joint cooperation protocol to open notarization offices inside the bank's branches, making it easier for customers to access notarization services and improving the way they are delivered.
The protocol was signed on Monday, 12 October 2026, at 11:00 a.m. at the Ministry of Justice headquarters in the New Administrative Capital, in the presence of Counsellor Mahmoud Helmy El-Sherif, Minister of Justice; veteran banker Hisham Ezz Al-Arab, CEO and board member of Commercial International Bank – Egypt (CIB); Mohamed Shaaban, Deputy Governor of the Central Bank of Egypt; and a number of counsellors and bank leaders.
The Ministry of Justice was represented at the signing by Counsellor Hisham Abdel Meguid, Assistant Minister of Justice for the Real Estate Registration and Notarization Sector, while CIB was represented by Mahmoud Abbas, head of the Legal Division.
Opening the ceremony, Hisham Ezz Al-Arab praised the efforts of the Minister of Justice and his deputies, as well as the CBE Governor and officials, for their fruitful cooperation in signing this protocol, which keeps pace with the requirements of the New Republic and the Egyptian state's vision for digital transformation and institutional development.
Ezz Al-Arab said the protocol supports institutional development and digital transformation efforts and strengthens integration between government and banking services. This will help raise the efficiency of service delivery, simplify procedures for citizens, and build partnerships that create real value for society, in support of the state's push to deliver advanced, citizen-centred government services.
Mahmoud Abbas, head of the bank's Legal Division, said the protocol reflects a move to widen access to notarization services by leveraging the bank's branch network, helping to improve the client experience and raise the level of services offered to the bank's customers.
Commercial International Bank – Egypt (CIB) believes its role is not limited to providing banking services, but extends to supporting the state's efforts to develop public services and helping to build a more efficient system that relies on technology and innovation.
