Is it the Central Bank that sets certificate rates at banks?

سمعت إن كل البنوك سعرها واحد عشان البنك المركزي هو اللي محدده.

No. The law lets each bank set the return on its own products and requires it to disclose the actual rates. The Central Bank sets the policy rates, such as the overnight deposit and lending rates, which affect the whole market, but they are not any certificate's rate. The confusion comes from certificates with a variable return: their rate is computed as a reference rate, which may be one of the Central Bank's rates, plus or minus the bank's margin. So when the Central Bank changes its rates, those certificates' rate changes after the current payout period. But the margin itself, and the rates of fixed certificates, are set by the bank, and they differ between banks, products, terms and payout schedules. That is why comparing at your amount, term and payout schedule makes sense. Before comparing, find out each certificate's rate type: fixed, variable or stepped. Check the key-facts statement for the rate type and, if variable, the reference rate it is tied to and the bank's margin.
