Ranking certificates by highest return assumes the certificate runs to maturity. If you might need the money before then, that ranking alone is not enough, because the one paying most at maturity may come with tougher break terms. Breaking usually lowers the return for the period already held and claws back what was overpaid; many certificates cannot be broken in the first six months, and some allow partial breaking while others do not. So if early withdrawal is possible, look at two things together: the return at your amount, term and payout, and the published break terms of each certificate at the top. There are also alternatives to breaking, such as keeping part of the amount available in a savings account, or taking a loan against the certificate, which keeps the certificate held until repayment. No option wins in every case; the choice depends on how likely and how large a withdrawal would be. Check each certificate's key-facts statement for the break-penalty table by months held, partial breaking and the terms of borrowing against it.
