Why is an international process rejected despite the existence of Limit?

Having a limit available does not guarantee that every international transaction will be accepted.

Rejection may be due to a different international limit than the local one, a restricted merchant type, an inactive travel setting, a security concern, currency or network restrictions, or if the merchant attempted to reserve a larger amount via pre-authorization.

Instead of repeating the transaction multiple times, check the reason for the rejection with your bank, and double-check the International Usage and remaining limit.

The figures, fees and limits in this answer vary by bank and change over time — confirm them with your bank or the official source before acting.
