How do I get a secured credit card against a savings certificate or deposit?

This is the easiest and fastest way to get a card issued (secured). You freeze a savings certificate or a deposit at the bank, and the bank gives you a card with a credit limit of up to 90% or 95% of its value.

It requires no proof of income and no complicated credit check.
